Egregio Presidente del Consiglio Prof. Mario Monti, le scrivo in qualità di Presidente ed in rappresentanza dell’Associazione Progettisti Nautica da diporto As.Pro.Na.Di .
Associazione non a scopo di lucro fondata nell’ottobre 1973 presente sul territorio italiano con l’obiettivo di divulgare e promuovere la conoscenza, l’arte e la pratica navale.
Sono associati gran parte dei progettisti presenti e futuri ed il mondo dell’insegnamento, legati alla progettazione nella nautica da diporto, un lavoro che facciamo con grande passione e con l’amore per il mare
Recentemente ricordo che la nostra associazione ha avuto una lettera di riconoscimento dal Ministero delle Infrastrutture dove si evidenziava che “…per quanto concerne infine l’attività di aggiornamento tecnico-formativo, nonché di promozione e di coordinamento, questa amministrazione centrale, visti anche gli approfondimenti svolti sull’associazione, ritiene che l’AS.PRO.NA.DI possa rappresentare un importante punto di riferimento della particolare categoria di personale tecnico visto che, senza soluzione di continuità, dal 1973 ad oggi, ha continuato a sviluppare una serie di iniziative e progetti spesso con la partecipazione ed il coinvolgimento di soggetti istituzionali e del mondo accademico …”
I nostri associati e sono alla base della filiera produttiva per la nautica da diporto italiana.
Quella nautica da diporto che ha affermato il Made in Italy nel mondo al pari della moda e dell’auto motive. Nautica da diporto = lusso ed evasione è un modo di pensare obsoleto e non corrispondente alla realtà !
Nautica da diporto le ricordiamo Presidente non è solo lo yacht milionario, ma è anche il ragazzo che naviga ed ama il mare in totale libertà lontano dalle strade, l’utente magari pensionato, che acquista un 10 metri usato per 30.000 mila euro, la metà del costo di un meno ecologico camper, è l’appassionato di pesca ma sono anche le tante unità che venivano costruite in Italia e che hanno dato lavoro a tanti.
Pur condividendo il difficile momento della nostra Nazione, ci sta bene che ogni cittadino sia chiamato a contribuire in base al suo reale potere economico, ma dovete dare la possibilità anche di generare il reddito, dovete incentivare la crescita, non uccidere un settore già in grande difficoltà dal 2008.
Con la recente manovra di tassazione legata allo stazionamento nella nautica da diporto, non tassazione dei “beni di lusso“ , associata con tutte le vessazione subite dagli utenti nelle estati precedenti, con controlli a tappeto nei porti e nei mari italiani che conseguenze avrà ?
La distruzione del settore della nautica da diporto, come filiera produttiva diretta ed indiretta e la fuga dai porti Italiani , ancora una volta di chi può verso Croazia o Francia che hanno già fatto il tutto esaurito in pochi giorni .
Incasserete forse 10 e perderete sicuramente 100 con un bilancio negativo, tra IVA persa legata alla perdita della vendita di barche ed accessori e dell’indotto del post vendita e della manutenzione perse e delle perdite sul turismo.
Ci saranno altri cantieri chiusi o altri che ricorreranno agli ammortizzatori sociali con ulteriore spesa per le casse dello Stato.
La nostra categoria che qui rappresento, sarà fortemente penalizzata, siamo pochi ma creiamo lavoro per tanti e teniamo alto il nome dell’Italia nel mondo.
Egregio Prof. Mario Monti, ci rivolgiamo a Lei, affinché invece di penalizzare una delle ultime eccellenze produttive del nostro Paese ridimensionando radicalmente questa “tassa di stazionamento” che vediamo iniqua e sbagliata come impostazione, ed invece rafforzando i controlli sui patrimoni e quindi anche sulla verifica economica e finanziaria del bene e quindi anche dell’imbarcazione, facendo controlli mirati, ed in questo modo combattendo realmente l’evasione.
Siamo comunque disponibili a collaborare come ASPRONADI a portare il nostro contributo tecnico.
Insisto a dirle che la nautica da diporto non va solo associata al bene di lusso e all’evasione, ma ha tanti appassionati che amano questo lavoro o vogliono praticare la nautica, vivere il mare in libertà nei mari e sulle coste Italiane che sono tra le più belle d’Europa che tante altre nazioni ci invidiano.
